Beyond convening at a European level, The Class has played a key role in unifying the sector at a national and local scale through the creation of National Action Frameworks (NAFs) in France, Italy, Spain, the Netherlands, and the UK.

These frameworks respond directly to the fragmented landscapes in which PBSA operates across Europe. In many markets, misalignment between policy, planning, investment, and higher education has historically slowed or prevented the delivery of purpose-built student accommodation.

The National Action Frameworks address this challenge by:

Promoting structured collaboration between public institutions and private investors

Overcoming policy inertia through evidence-based dialogue

Identifying and addressing systemic barriers to PBSA development

Creating clearer pathways to deliver much-needed student housing supply

Ultimately, these initiatives enable the sector to work more effectively at a local level to tackle student housing shortages in some of Europe’s most pressurised markets.
